Yes i checked the fuses using a "test light meter" and they are all working fine.
How can i get to the PWR relay on the back of the same panel? This is new to me

My licence plate lights on my 1999 Toyota 4runner limited are always ON. Even when the keys are not in the ignition.
The only time the lights come OFF is when i open the back door.
Any advise?
The more i turn the steering wheel left or right , the car gets slower and harder to drive. As if the brakes are being applied. When the sterling wheel is at its maximum left or right the car stops until i push harder on the gas. Did this happen with you also?

I tried this at various speeds ( 30 , 50 ,70) and various braking ( from slow braking to fast braking for each speed). But still no luck and light is still blinking.
It seems that the truck is between 4wd and 2wd. Trying to engage 4wd but for some reason cannot.
The same thing happened last winter and the Toyota stealer-ship wanted 3000$ to fix it.
I took the truck in an empty parking spot with lots of snow and ice and drove her in circles for 30 minutes...

I have a 1999 Toyota 4runner limited. Because of the snow and while in "neutral mode" i pressed the 4WD button. Now the 4WD indicator lights on the dash is blinking non-stop… (all 4 tires on the display plus the yellow light in the middle), even if I push the button to de-activate it...
