I had this problem, also on a 98 5 speed. The j-shift selector, when I would shift to 4wd, was not activating the solenoid switch. I removed that switch from beneath the shifter, cleaned it up on my workbench, reinstalled and voila. Perhaps that may be it for you as well?

Yes I went from the 2nd gen TRD (black) to the TVS. Not a big difference, but its a whole lot easier on the engine. Boost is ~5psi lower than the TRD, and I'd say its about 10% more pep. I mostly did it for the efficiency.

That could be possible if your issue was the pump. I had replaced my pump so I knew I was good there. If you think thats an issue on yours would be simple enough to remove the belt and turn by hand to feel for any resistance

Update, intermediate steering shaft/u-joint was the culprit. Thanks all!! When I pulled it, it was *barely* stiff - thought I had hit another dead end. Put new one in and voila, steering as it should be. For those who find this, would suggest pulling shaft and just refreshing it rather than...

I'm thinking mechanical since rack and pump are new. Jacked up the front and yes, still quite resistant. I guess it must be the steering shaft joint. Will pull it when I get time and check. Did not realize how pricey those assemblies are from Toyota :wow:

+1 for the motor. Had been having this issue for a while and replaced the stalk with no results. Swapped the motor and it fixed it.
