From the Circuit Diagram that looks like the COR (Circuit Open Relay). It's probably bad. But weird that it works intermittently like that.

One click is fine. Do NOT go further. This is for ALL cars. NEVER EVER overfill for this very reason. I have ahd my 4Runner since new and never had an issue with a flooded charcoal canister. But I only go to 1 click of the pump.
