I replaced my brakes yesterday and while taking off the rear wheel one of the lug nuts loosened about half way and then would not turn so I broke the stud trying to get it off.

Well after doing the install on my sisters civic today - I am sure this will work for your voltage problem. It will step down the voltage from 12vdc to 5vdc.
