Hmm my 98 has the fuel filter underneath the truck where the driver seat is. I just have to slide under the truck. But thats on a V6, not sure about the 4 banger.
The symptoms sound like fuel filter to me. Change it. Cant hurt.

Heres an old school tip for the electric fuel pump
Make sure key is in ignition and turned to on
Find the lid of the fuel pump
hold a screwdriver, metal side touching the lid
put your ear up to it. humming? its working!!!!
