Everything on the dashboard loses power when the starter goes out?? Never heard of that but I'll check it out.

The battery is good. The headlights turn on and the interior dome light works. When the key is in the "on" position there is no power to anything on the dash. (dash lights,radio,clock,fan and the ignition) also no window buttons work. Fuses are good, I tried jumping it and checked the battery...
