When you turn the key to start does the engine turn over, does it click or does it do nothing. Just because your lights work doesn't mean that the battery is good. You could have just enough to operate a few things but still no start. If you tried to jump it with corroded or loose terminals then it won't do a lot of good. Also, you said you checked the battery charge, how and what was the reading?
I would check the fuses in the driver kick panel, but I say this sounds like the classic corrosion, loose terminal or dead battery issue. After I eliminated the battery, I would look at the Big 4 Grounds. Make sure they are clean and tight. Sounds close to being a starter except for the dash lights not working. Your starter being bad would have nothing to do with it. Normally.......I've seen stranger, but it would take me a while before I worried about it being that.
