So I parked my 93 4runner, got out and rolled down the back window. When I got back in and put the key in I had no power to the ignition or anything else on the dash. Also the windows will not work at all now. The interior lights come on, the headlights work but no dash lights. I checked the fuse box inside and under the hood, fuses all good. Any ideas??

If I am reading this right, it won't crank. Correct? If so, it sounds like your battery is bad. Check your terminals for corrosion (clean/pour coke on them as needed), check to make sure they are tight and check your voltage across the battery. If you have another battery that you know is good, try it.
If you get to where just need to get your windows up you can always just put 12v straight to the window motors. Disconnect the plugs and run 12v from the battery to one pin on the plug and ground the other pin. If the window goes the wrong way the first time, switch your jumpers on the pin around and it will go the other way.

The battery is good. The headlights turn on and the interior dome light works. When the key is in the "on" position there is no power to anything on the dash. (dash lights,radio,clock,fan and the ignition) also no window buttons work. Fuses are good, I tried jumping it and checked the battery charge. I'm assuming something grounded out when I rolled the window down.

When you turn the key to start does the engine turn over, does it click or does it do nothing. Just because your lights work doesn't mean that the battery is good. You could have just enough to operate a few things but still no start. If you tried to jump it with corroded or loose terminals then it won't do a lot of good. Also, you said you checked the battery charge, how and what was the reading?
I would check the fuses in the driver kick panel, but I say this sounds like the classic corrosion, loose terminal or dead battery issue. After I eliminated the battery, I would look at the Big 4 Grounds. Make sure they are clean and tight. Sounds close to being a starter except for the dash lights not working. Your starter being bad would have nothing to do with it. Normally.......I've seen stranger, but it would take me a while before I worried about it being that.
