The sound is present in park and drive and corresponds with engine rpm.

It is defiantly coming from engine bay. It is loud enough that you can hear it inside the cab tho.

I am 80% sure it is coming from top front of engine. Is there any way to diagnose/rule out a flex plate?

Yes I replaces all gaskets with OEM gaskets. And used the Toyota gasket sealant for the 6 spots on each side for valve cover. Only thing not OEM are the spark plugs. They are NGK same plug that came out, just new
