I recently had a similar issue with mine, but it was an intermittent problem. mine turned out that the main fuse (80 amp?) had been replaced by the PO with the incorrect one. the correct fuse bolts to the fuse panel, and the PO had just wedged one in there so it made connection most of the time...
not much in the Vacaville area (I live there too), there used to be a place up Mix canyon road but I don't know much about it. I don't get to go out as much as I used too but the closest places are either up in the Sierras or in Lake county.
I bought them but have been hesitant to install them. My 4runner is already running rich and I'm worried that those injectors might make it worse.

I recently went through the same situation with my 4runner. I passed after replacing the cat and cleaning the egr system. You should also check fuel pressure and see if you have a stuck injector (possible cause for the rich condition).
