you're talking about the rear bumper? if you're talking about the rear hitch, it is just surface rust, wire brush + black paint. That Honda Ruckus is freaking awesome :D.

do you have the surround deck bracket installed? can you take a pic of it. When I had my deck installed, I didn't end up putting the surround deck bracket thing, because it was way too snugged.
