You can't beat a new OEM rack. Call your closest Toyota dealer parts dept, give them your vin number and tell them to order you a new rack asap. Since your on a time crunch and your not worried about cost you might as well have them install it as well.

The technicians notes look solid to me. I agree the next step is to pull the head and dig deeper. They recommend a rebuilt or remand head because your head may not be rebuildable.
