Yes, they are definitely neon. I am not sure if they are dealer add on. They look OEM to me but not sure if the 19 limited comes with them or not

Well, they are white lights (I want to say maybe around 5600k) that shine the ground. They are bolted underneath in 4 places, adjacent to each wheel, near where you'd lift the vehicle up via a jack.

Thanks but the car is only 11 months old. It seems like it may be the ballast because while the car was on (and the front driver light was off) I unplugged the ballast and replugged it back in and the light came on. Any other ideas?
