I think using bolts/nuts would certainly work, but I would want to use stainless fasteners with Nyloc nuts. The pop rivets were easy to install with the right rivet tool, and cost less. It is your choice.

Mine worked right up until I parted with my 4Runner. If you have a multimeter, check the center post to the side of the socket to see if it has power. Also, check the device plug that you are trying to power with it, in another 12vdc outlet to make sure that isn't the problem.
