Not 265/70/17 but if your worried about fitment I run 285/65/18 w no lift. I did however trim my front bumper.

Not sure about NYC, but in MD you can have a M.D. to write you a waiver for tints if u want to run tints all around below the legal limit. Mine are 5 all around / 40 front windshield, and never have any issue w inspection / police.
