CONFIRMED! It's called a quick heater assembly, part number 87710-60030. Looking through TIS, I've attached what I came up with. This is is actually a neat piece of information that I never knew about.
Does the rear wiper work when you try to spray it? If not, the rear window may not be closed completely.
And yes, The washer fluid motor/pump for the rear sits higher than the one for the front on the washer fluid jar so it is possible for the front to work and not the rear.
