I don't think it's in the tires. The problem is in the steeering hardware/geometry. My 13' only does the "shimmy" on certain highways with rougher surfaces or heavy grooving. Whatever mechanism that "centers" the steering is not strong enough. Lexus had a fix for one of their SUV's (posted here)...
