1996 4Runner Won't down shift

Hello,

When going up a hill, my 1996 4Runner is very sluggish and won't shift to a lower gear. My foot is to the floor and I can barely make it up the hill. It wont shift down to third gear. When going down the highway, it seems fine, but when I hit the grade is when this happens most.

Any ideas?

check to see how much slack you have in your cables at the throttle body. Maybe adjusting those will help.

I'm a newbie at this and a little embarrassed. Are you talking about the throttle cables on the intake? If not, which cables are you referring to? I would appreciate it if you could be a little more detailed. Thanks for helping!

The cables were all pretty loose. I did tighten them up, but it still is "lugging". It jerks forward and back like the feeling you get when the gear is too low for the speed. I pushed the button to turn off the OD and of course it stops jerking when it up shifts.

I was also told to change the fuel filter (which I did). Since I have never done this, I thought it wouldn't hurt to peplace the filter anyway. I didn't think this would help and it didn't.

Any other ideas anyone?
