1999 4runner won’t rev pass 3000k

New to the channel. I have this friend from work he’s selling his 1999 toyota 4runner limited 4wd 129000mils new tires everything works. He’s asking $2800 but the problem is that it has the symtom of not passing over 3000 rpms. I’m been reading a lot about the problem. I took it to toyota dealerships for diagnostic, bad cat $3000 almost $4000 How are used prices in your area?. Took the car home removed cat and 2 o2 sensors up and down strim is doing the same. New tps same problem. Clean throttlebody No changes at all. Maf sensor clean. Coil pack, cables and spark plugs good. No check engine light no codes. Timing belt water pump done at 90k. I don’t know what to do should I risked and buy it from him or back out. In my research it can be several things.

have you checked the fuel pump? sometimes when it is old it clogs and this could lead to what you just described. In my opinion would advise you not to take the risk, you should just back out perhaps you would find a deal somewhere else that will work perfectly. Hope this helps.

fuel pump was my issue with the same symptoms

1 bad coil pack and 1 bad spark plug cable, order 3 new coil pack from toyota oem, cables and spark plugs. Same problem, now I’m going for the fuel pump and filter. Thanks for the response. Going to find the problem no matter what. I already bought it.

3 Coil, ignition 90919-02212. 6 spark plugs k16tr11(90919-01192 . 1 cord set 19037-62050.
