I have always wanted to modify the filler panel under the headlights on my '99 4runner but have never found any lights I like. With LED's flooding the market I finally found something. Here is the link to the LED's and I did get the spot light version:

I took the filler panel off, removed the paint, and cut the hole for the lights.
The lights came with a little "L" mounting brackets. I took the mounting brackets and drilled a new hole so the front of the lights would mount flush with the filler panel. I then welded the mounting brackets to the back of the filler panel. Cleaned up the welds, primed, painted, and clear coat.
Once I mounted the lights to the brackets on the back of the filler panel I wired these into my DRL. I did this by removing the stock DRL's and splicing the wires for the LED's directly into the wires going to the stock lights.
My next step is going to be putting 3M black silicone around the gap of lights and filler panel.
If somebody has access to a CNC Machine you could cut a precise hole for the lights.
