I found one on amazon for 60 bucks, looks great too. Easy assembly and install.

I bought one from the local junk yard for $50. My 98 had the roof strips but no rack so it was easy to install. Make sure they give you all the screws to mount it.

Buy these (Proline #ES Roof Top Track Slats ) and mount them in the existing holes. Then install yakima rack with these ( Control Tower | Yakima). It is an awesome setup. You can extend the tracks beyond the length of the stock rack if you don't have a sunroof. I've loved having this setup.

3rd gen OEM roof rack crossbars and towers

This post is a few years old. I'm hoping someone can advise: where can I find original roof rack crossbars and “towers” for my a 1999 3rd gen 4Runner, SR5. We have the original OEM roof rack tracks and the hardware that goes in the tracks, but the cross-bars and “towers” are long gone. Looking not to spend too much on this. Thank you.

Try searching around on ebay, in the used oem section.
Local pick and pull or auto recyclers are good options too.
