45 PSI tire pressure and 70 MPH = 24.3 MPG

Some engineer are good on dreaming up useless theories.

Dalton's law of partial pressures is not a useless theory. If it didn't work that way almost none of the plastics in use today could be economically manufactured. Typical manufacturing costs would be 2-5X (depending on process). The economies of the free world are consumer based economies and due to their ubiquitous presence of manufactured polymers in just about every consumer product, literally the economies of the free world depend on Dalton's law of partial pressures.

Seriously.

Put O2 in tires and you are basically driving bomb . Fire needs 3 things to start fuel in the tank, spark or a heat source from callipers ,and good old oxygen thanks to 4 tires.

To paraphrase Paracelsus (founder of modern Toxicology): Dose alone determines the poison.

O2 present in tires from filling w/ atmospheric air certainly does not equal driving a bomb. Its interesting that you would place this much emphasis on the O2 in the tires, but the 20gal of gasoline in the tank doesn't seem to bother you.
