I've finally had a chance to pull the add box off and yep it's frozen but now what do I do, some one tell me how this thing works is it supposed to move in and out or up and down and any helpful hints on how to get it moving again

Look into the opening of the axle housing and see how the syn ring is positoned; more than likely it will be a side to side motion with the ADD installed.

Ok I got the add box working even bench tested it and the fork moves back and for with power hooked to it reassembled and my lights are still flashing and 4wd drive wont activate checked power going to the add box and got power there, is the sleeve in the diff supposed to slide freely with no resistance, and was does my differently lock light stay on even when hitting the button to turn off
