'90 4runner idle problems!

So I have been fighting this stupid problem and was hoping that someone could help-

3.0 vze- automatic
fresh rebuilt engine (2000 miles)
idle RPM at park- 1000-1100
Idle RPM at D with foot on brake AC OFF- 800
Idle RPM at D with foot on brake AC ON- 600

The problem I have is in phoenix on 115 day I am getting 500 RPM due to heat soak.
I have tried to crank it up every way. The screw on the right hand side does nothing. It did at one point. I want to get about 100 more RPM and it seems the AC idle up not working but the AC is ICE COLD!

PLEASE point me in the right direction!

I had the same problem this summer here in Alabama - hot. Mine would idle low and stall out a traffic lights or when I was braking and turning.

I had a dirty idle air control valve I think. I just took the air intake hose off of the throttle body and sprayed just a very little bit of carburetor cleaner in the idle air control valve port. Then reattached and drove. Mine has been fine ever since. It's a cheap place to start.
 
thats exactly what I am running into. Which hole is that one? Is it the large one on the bottom aft?

Should be the one on bottom that you see while the butterfly valve is closed. Below is an example pic.
