94 4runner problem

My 94 4runner idles rough and shakes the car a bit. The rpm's however don't move around a lot they stay around 800-900 rpm's. My check engine light is on so I used a jumper wire between E1 and TE1 and a code 25 came up. When you give it a little gas it takes a while to get up to speed but once your going it drives normal. Any ideas? and it's a v6 4wd if that helps.

Just from my reading code 25 could be alot of things.

Id start with new plugs and wires.

Yea i did that and nothing. I seafoamed my car through the brake booster and the check engine light went away for 30 minutes than came back on. Also if i give it a little gas to about 1,000 rpms the shaking stops.

I hope you mean through the main vacuum line which attaches to the brake booster.

Ignition timing. Make sure it's perfect.

Yea i meant that. I just egr vacuum modulator and the filter was really dirty so I cleaned it. then while the engine is running I disconnected all 3 lines to the egr and took the cap off that holds the filter and I saw no decrease in performance. Is that normal?
