95 4Runner will not start...help!

My '95 4Runner has gotten wet in the recent Hurricane Sandy and will not start. Initially I could get it to turn over and it would run (with gas) for a few minutes then just die. I have noticed that the tachometer is bouncing all over the place when cranking (normal?) I am not the most mechanically inclined guy, but I catch on quick. I appreciate the responses so far and had to edit. Could it be the cold start injector? I have been running lean. Please any suggestions?

Just a shot in the dark, from an experience w/. 90 4runner, after steam cleaning the engine compartment I could not get the engine to start, found water had gotten into the alternator. Had it towed and shop replaced the alternator. Later dawned on me may have been able to save $100; plus dolars had I tried blowing out the alt., or use a hair drying to get rid of the condensation; unfortunately, won't know. Suggest taking air gun, hair dryer, or both, to inside of distributor cap and to the alt; charge the batt. and give it a try?

Check the spark plug wires and distributor cap for water. Make sure your air filter is dry. Like Goatfarmer said, use a air gun to disperse the water. If you have any holes in you exhaust you may have water in your CAT, but that can easily be burned off.
