96 4 runner no key for rear gate, cant open!

A good locksmith can open your rear door with no key easily. This would be the best way to go about it. Good luck.
 
Great, but one more question should it have a door handle under the area where there normally is one?? I got nothing so you can't even lift it by manually opening it!
Window works fine with button up on center console, but wanna open hatch for supplies and dog!

The key only raises/lowers the back glass, it doesn't do anything else. The only way to open the gate is with that handle, which apparently your truck no longer has. Even if you get a locksmith to open it, as soon as you close it again you're back in the same predicament unless you repair it first.
 
Yes, there should be a back hatch door handle there by the license plate area, unless the previous owner took it out and patched right over it for a custom look.

You should still be able to unlock the back hatch lock via key fob, and the unlock switches on the drivers door without a key.

they moved the handle to the outside?

edit: oh wait that's a hatch right? nevermind.
