99 4runner hesitates to start then gives out funky odor

Hello everybody, I'm having trouble with my 99 4Runner. It will hesitate to start in the mornings and when the Runner has not been running for a while. It use to crank right over and now it'll take 3 to 4 tries before it'll start up. Then right after it starts I notice this weird smell from the exhaust like raw fuel, but it doesn't smell like gas....it's more like a BRAKE CLEANER SMELL. It smells like when u spray brake cleaner or carb cleaner. Has anybody ever experienced this before. I had just changed the plugs and wires and the fuel filter too

Did you use the correct plugs, NGK or OEM spark plug wires and OEM fuel filter?
When did you last fill your gas tank?

yes all OEM and the problem didn't start right after the tune up....it began like about 3 months later

Hmm.. Bad fuel pressure regulator?
What does your motor oil smell like? Fuel? Or straight oil?
