Now that I own a Cement 4Runner I have been noticing the color more on other vehicles. They even have a Cement color looking Suburban that I have come across twice.

Yep. Happened to me a few weeks ago. In my case the Scion followed behind me for 5 miles. Also pretty sure one also past us going the other way. Prob have a better chance of winning the lottery then to have 3 Cement colored vehicles all together at the same time.
