My ABS booster pump is cycling about every 8 seconds because I see my amps go down each time it does. I also, sometimes, have my brakes make a noise at the pedal about every 5-8 seconds that sounds like the original sound when you first put it into D and start moving. Kind of like the ABS is activating. The Dealer said the whole ABS system needs replaced for 5k because of a leak in the system. It started after I had my rotors and pads replaced so I'm wondering it they were not bled correctly or why the entire would need replaced??

I had a shop replace the rotors and pads, I did not do it. But it seems odd that maybe a month after having the work done, this issue started; maybe just coincidence.

How's the reservoir fluid level? It'll do that if you have a hole in a brake line, but not for very long until the fluid is gone. Pretty common in the rust belt.
These brake boosters have been known to fail, unfortunately they are pricy, but $5k seems like an awful high price. MSRP on the MC is $1500 (you can order it from Toyota dealers online for $1200), and it's a 3 hour book job. Seems like it should be more like $2k.

There doesn't appear to be any noticeable leaks anywhere. Fluid levels are good, and I sprayed soapy water on the booster pump and didn't see any air leaks. I'm going to take it somewhere else to get a second opinion. The funny part is that it's been about a year and my breaks are fine, but I think it's time to stop tempting fate and get it resolved.
The other 5k quoted from the dealer is for the entire ABS brake system; which they said has to be replaced as an entire system. Seemed odd that you can't just replace a single unit like the booster pump even though I'm finding them online as individual pieces.

Definitely find some place else to have it done. It's not rocket science, but you will need techstream or a good scan tool to perform the master cylinder bleeding process.
The noise you hear is the master cylinder pumping brake fluid continuously (makes bleeding these brakes easy, just hold the pedal down). It probably has an internal leak and is something you should fix for sure. I'm kind of surprised it hasn't set a CEL/VSC error.
