Abs brake system

Fellow $ runner enthusiasts : I have a 1997 Limited 4-Runner...took it to Meineke because every time I pressed the brakes it would go all the way to the floorboard until it braked, but then a 2nd quick step and it would brake immedietly.

So he said the pads were fine, he bled out some air and that helped..but he said one thing that was interesting..(1) The initial pump when I brake is not the best, but the 2nd pump it brakes like it is supposed to. He TOLD ME I could drive it like that forever. Well that sounds great-but I have inspection coming up next month (2) will it pass inspection like this ?

(3) how much is it to replace the ABS system and would be the best/cheapest way to do it ?

It sounds like this has nothing to do with ABS. ABS only comes into when you brake hard.

It could be that you have air in the ABS system that needs to be bled. Drive it around, and in a place that is safe and has some sort of slickness to it (gravel, grass, wet, something like that) slam the brakes to engage the ABS. Do this a couple times, then bleed your brakes again.

Also, make sure the rear brake's are properly adjusted. I had this same behavior happen with too loosely adjusted rear brakes.

X2 on the rear brakes, despite doing only 30% of the braking they make braking much worse when improperly adjusted.

Does your pedal stay firm after the second pump? If it takes 2 pumps and then it slowly drops you more than likely will need a new master cylinder if there isn't any other leaks. I'd like to know where the air came from, if fluid isn't getting out, air shouldn't be getting in.
