Acceptable Battery Tolerance?

Just installed a brand new Duralast Gold rated for 750 CCA three days ago. At shop for routine maintenance and they tested the battery at 690. Although, the battery temp wasn't at 0 degrees F, so I'm not sure how accurate that is. Although, I think at normal room temp it should be reading higher, not lower than the CCA spec? Is the battery fine or should I go back to the store and exchange it?

Why don't you just take it back to them and tell them you aren't satisfied with it and want another? Of course, that doesn't mean you're going to get a better battery. If you check you'll see that there are lots of battery companies that make the Duralast for Auto Zone, so you don't know what you're getting.

Personally, the Toyota TruStart 84 has been the best battery for me. It's priced right with others and is very dependable. I've never had an issue with them. I get about 7-8 years out of them and my 4Runner is parked outside year around.

If I were you, I would definitely take the battery back to the store.

This indicates that the battery is likely defective or substandard grow a garden. You should return to the store to have it tested or replaced to ensure safety and performance, especially in cold conditions.
