there is a lot of aftermarket support for going that route in japan from wheels, suspension, aero, etc. you can always look into custom air suspension/hydraulics and body drops as 3rd gens do exist in the minitruck scene. check out this thread for some lowered 4runners.
you also might want to check out the forums over at LayItLow.com for help with technical suspension info.

Search around for 4Runners from Hawaii. I cant recall off the top of my head which "low rider" forum is popular over there, but they have been slamming 4Runners for years.
I actually like that black one with the bronze rims.

Coilovers turned way down and maybe some lower spring rate springs. Or perhaps physically shorter, higher spring rate springs. Then use air bags out back. Done like dinner.
