Thanks folks, I did not know there was a clear coat over the paint coat.
As pauldub suggested, one possible solution is to spray some clear coat over the bad patch.
As T4R2014 correctly noticed, there was a spot of paint I had removed though scrubbing (I don't even think I used sandpaper!)
IBallEngineer was spot on, but entailed a more complete solution than I am looking for.
For these reasons:
-My 4Runner spent over a decade in New England and is rusting from the inside out(already rusted through the hood at one point).
-My 4Runner is now a city car and already shows over fifty points points of contact with other vehicles.
I am more interested in testing a "20 minutes and 20 bucks" solution to see how far it will take me.

This was the test kit:
The "Wipe-New" with zero sanding produces a pretty respectable result, and solves the white spots that were my primary concern.
As an added bonus, I was also able to use the "Wipe-New" on all the plastic trim, which is the actual intended purpose of the product.
This is not intended as a permanent solution, but as a fourteen dollar stopgap solution it serves my purpose!
