I was charged $220 (installed) for my 2015. Website says $399, I'm in MB. My understanding is that they are installed at port as mandatory for certain provinces.

A block heater timer is invaluable. I used to program it so it would start 1 hour before I left for work.
It meant heat within 30 seconds of engine start, as well as not having to crank frozen motor oil.

As said by another, with the exchange that $65 US is about what I paid for the part here - $88 C. Shop labour for 1 hr, plus a few bs shop charges and taxes - $242. They did wash the thing though.
By the way, why do you need a block heater in NY? Does it even get below 0 there?

Ya know...as a rule of thumb I always made it a habit to plug it in when it went below 20 degrees F...which I know isn't cold by Canadian standards.
I think it's much better for the engine overall to not have to crank at those temps. I don't have any proof, it's just something my twisted mind has conjured up over the years I've had block heaters and plugged them, in on the last 5 trucks. That coupled with remote start (and my trucks are never in the garage) makes it nice and toasty after running only 5 minutes.

you literally find the hole, slide it in (it "clicks" into place), make sure it's a good fit, and enjoy the warmth..takes about 5 mins.

Yeah, just picked up a 2016 4RS Limited in Calgary, AB. Block heater and other accessories included are such a rip off.

Labour rate is I think $135 an hour? Maybe more (I haven't been to the dealer in a very long time)

hazmat fee: $20
$250 ish is not that far off from price.
Then again I'm sure if the 4runner block heater replaces a freeze plug like most other cars. Which requires you to drain the coolant out. I guess you can capture the coolant and re-use. But personally I would not as most containers are filthy.

Except that this part literally clicks into place, doesn't require you to drain your coolant and is less than $100. A couple dealers have run $85 specials that included installation.

Directions for install:
1) Apply conductive grease to heater.
2) Slide heater into hole just above transmission bell housing until it "clicks"
3) Route the cable.
4) Drink whiskey with sense of deep satisfaction.

Agree. As a Michigan resident, I installed one in my '14 and have one waiting for installation in my '16. Nice not having to drain and replace coolant. Although I don't think it is quite effective as one installed in the coolant lines. Another thing to keep in mind, the factory Toyota one draws 400w, compared to a Ford 7.3 that draws 1500w. Different engines, but I know the 7.3 has immediate heat, where the Toyota still takes a bit. I plug the Toyota in at 25 and below. It sits outside. One thing I've debated doing is mounting a Ctek charger under the hood, and have them both come on when plugging in.

I recommend you take your girl out to the garage, lift up her skirt and get your fingers in there till you find what you are looking for. Lubrication helps but is not a must unless space is tight and rust has set in. On a side note make sure she isn't to warmed up or you might get burned........
