Bouncy Hood

I had this issue. It appeared that the metal on the top part of hood itself where the latch locks on to had worn down just a bit. After going back and forth with my mechanic he ended up welding on and repairing, smoothing out etc a bit of extra metal in the spot that had worn out. That was around five years and my hood has been great ever since.

That's a good thing to check. I realize that I assumed that the OP's hood was bouncing like mine, which was at the rear corners. The Taco bumper fixed that for me.

But if it's the front part of the hood that's flapping around, then indeed the problem is more likely with the latch or the bumpers.

Could it be that the inner "under" and outer "upper" metal layers of the hood have separated? Even partially might create some shake or at least vibration. No?

My 2002 has a bouncy hood, so this really caught my attention. I had no idea that the rubber stops really existed or could be adjusted. I screwed them out a few turns and the hood seems to be tight heading down the highway. The hood seam is more significant, but no more bounce. So far so good.
