This is a 9 year old Zombie thread, but....
If you moved to Texas I'd say comply with the Federal Cat requirement, not the CA law. I don't believe the ECU cares. That said, I don't know what TX emissions laws are. An honest smog tech or Toyota mechanic should be able to tell you.
Have you made sure you don't have an exhaust leak downstream from the cat(s) before spending a bunch of money? That caused a P0420 ans was an easy fix for me. Have you cleared the code with an OBDII reader to see if you can pass inspection in the interim? Obviously you want a cat that does its job but sometimes the timing of inspections requires a counter-measure....

If you are replacing the cat only (as in cutting it out and having one welded on) then you can use a federal cat as long as it meets your smog/epa requirements where you live. If you are trying to unbolt the old cat and bolt in a new one then you will need a California emissions catalytic converter. This is because the California and Federal emissions exhaust systems have different flanges and the catalytic converters will not bolt up to the other exhaust systems.
