I have a 2007 Limited V8 4wd with 80k miles. I bought it a few months ago, so it's still new to me.
I recently noticed that when I come to a stop, the cabin air fan slows down if it's on high. It's most noticeable when it's cold because I have all the electrical accessories going: Headlights, rear windshield/mirror defrost, heated seat, and fan on high.
Once the engine warms up it seems to idle just over 500 RPM. It's smooth, so I guess that's fine. At 600RPM and above the fan blows at full power, but around 500RPM it slows down. The headlights dim a bit, too, but I don't usually notice. Sometimes something will kick in and raise the RPM just enough that the fan runs at full speed. I assume it's the A/C compressor for the defroster, but it could be the radiator fan or the power steering pump.
If I turn off all the electrical accessories except the fan it still happens, but somewhat less.
Is this normal?

I haven't measured the voltage yet, but I'll try to do it when I get a chance.
Shortly after I got the truck, it wouldn't start one day because the battery was low. I jump started it, and it started reliably after driving a few hours, but the voltage still read a bit low (around 11.5V?). I put my (very small) trickle charger on it for a few days and the battery voltage was better. That was a few months ago, and I haven't measured it recently. But I've had no problems starting even in the cold weather we've had lately (generally between 0-32F).
The aftermarket cabin air filter I installed when I got the truck seems to reduce how much air the fan moves on all settings, compared to the one that was in there. But it filters better and has carbon to absorb odors.
The battery is still the original.
