Why would you want to? Don't you use the HVAC system for heating, cooling or defogging the windows? Blocking the intake will just make the fan work harder and end up pushing unfiltered air into the cabin.

I believe his reasoning is to essentially turn the system into a "recirculating" system only to prevent debris and such from building up on the filter as much (this will reduce the amount of contaminants that go through the system, but not eliminate them.) But as you stated, this will only be effective with the system set to Recirculate, otherwise you will possibly overwork the fan, create a very mild vacuum, ect due to not getting a fresh supply of air via the intake.
You could do without the, there's nothing wrong with not running them. The idea is that all that crap is getting in the car and possibly in your lungs. While it can be argued that it probably will get in there anyways as the car is not an airtight unit, when you have the HVAC system on its basically sucking up all that crap and shooting it into your face.
That looks a lot like filters in customer's cars that never do more than oil changes and no other maintenance. Those cars also tend to smell like crap when the HVAC is turned on and are often the worst examples of vehicles on the road.
I personally leave my system on recirculate at all times to reduce the amount of crap the filter deals with and because there isn't much need for me to use outside air. i.e. if I have the A/C on I want it to keep chilling the air in the cabin not sucking in hot air to turn cold. If I want the heater on, I want to recycle warm air in the cabin instead of frozen air from outside.

Thx blackworksinc , wow ya just asking if we could , I almost never use hvac except n the summer here , and I have had allergies my whole life ! Never had filters in any of my cars ,trucks, 4r till the 4th gen & my 01 is300 , managed to live thru 40 yrs of desert crap weather dust , so was inquiring why not but thanks for all the replies . Glad I asked !
