Dead section of fusebox

2014 toyots 4 runner. Replaced 140 amp alt fuse. I have voltage on the entire fuse box except the section from the short pin to the fuseable link. Busbar is intact with no physical damage to the fuse box. Am I missing something as to why this section has no voltage
