So, just to clarify. The dealer is charged upwards of $400 for a transmission service and not dropping the pan to change the filter? I suppose that would be ok for lower mileage vehicles, but I'd personally want my filter changed if I were getting new fluid. I think i'll DIY a drain and fill for my own 4Runner, so I can change the filter to a fresh one and check the level using the proper procedure.
