Emergency brake dragging?

After driving I smell a burnt smell at each of the 4 wheel wells, mostly the back left. As far as I can tell the e brake functions properly but maybe the cable is stuck or something? It's to the point where I can feel a bumpy ride when driving around 40 mph.

IDK if this is the problem. Just my guess.

Also, how often should the transmission fluid be changed?

If the burning smell is at all four wheels, it might be more than the emergency brake. You probably have a frozen caliper piston. The front caliper is notorious for this. Chock the front wheels and put the rear on jack stands. Release the parking brake, there should be no drag when turning the rotors.

What year is your 4Runner? If it has sealed transmission (no dipstick), it has a lifetime fluid under normal conditions. Though many, even without towing will recommend changing the fluid regardless of it being life time or not.

i think i have the same prob ovid, my drums are getting hot in the rear, and my rear end is vibrating at 45 mph +, had a local shop look at my rears and they adjusted them and i was good to go, lasted about a week then right back to hot drums and vibration. gona carry it to the yota dealership next fri and let them tell me what is causing my rear drum breaks to stay locked up. i have been tracking this problem for about a month now, and hopefully it will be fixed really soon.. 99 4r V6 2wd
