Fender Liner Paint?

I got a bit carried away mud cutting after a trip a while back and blew a bunch of the black paint off my rear fender wells. Yeah, it's cosmetic but I'd like to put it back. I've hunted around the forums here but had no luck. Lots of people painting fender flares but not many dealing with the liners.

The metal liner has kind of a weird textured look. Is this the metal or some other kind of rust-preventative coating? Any special prep needed to get paint to stick? I'm planning to just pull the wheels, degrease the area with some simple green and the pressure washer, then shoot it with some satin or maybe gloss Krylon.

I've tried Rustoleum products in the past for body/frame work and it never seems to totally dry. Even weeks later the paint still is soft and just a bit tacky. The Krylon is really dry to the touch in maybe 30 minutes. For an area like the fender should I perhaps go with some of the frame undercoating products instead or will regular old paint hold up over time?

I used a rubberized bedliner type spray on my old Jeep, it seemed to be pretty durable. The only thing is that the texture of it catches the mud, so that it always looks dirty unless you scrub it while washing.

I used the Ace hardware Rust Stop or whatever it's called on my frame when I was installing my lift and it's holding up great. It's cheap too and looks awesome. Spray with some degreaser or some paint prep spray and go to town. For the price if you have to touch it up every once in a while it shouldn't ruin your day.

On my 2015 I used Rustoleum Rubberized Undercoating in a spray can where I took off some of the factory coating with a pressure washer. Looks just like factory.

Go to an automotive supply store like English Color, PPG, etc. You can buy commercial undercoating products like 3M, etc. Usually a better product and what many collision centers use.
