Really depends on how bad you would rate the rust on the frame. If you think it is something that can be manageable, might be something to consider.

3k may be just a tad high. If it's good for parts, maybe 2,000-2,200 would be ballpark.

I wish we could send frames from Kalifornia to the rust belt. I see T4R's that are spotless underneath at the JY.

You didn't say what year it is and the mileage, 2009 V8 would be worth way more than a 2003 V8 and if at 80,000 miles it is worth more than if it's at 240,000!
