Front Brakes making a Terrible sound in Snow?

I just had my front rotors replaced on my 1996 Toyota 4 runner and they have been working smooth, quiet and great.

Today here in PA we are getting 6" of Snow and HIGH winds 50mph so I wanted to set up 4 wheel drive for wife to take to work in the morning and the light would NOT come on.

So I drove it around the neigborhood a bit and the light finally came on and the 4 wheel drive was engaged...

BUT

The brakes would not really stop the truck and they were making a lOUD noise like a grinding or machine type of noise and the pedal would "Vibrate and shake" as would the front of the truck?

I drove it a mile to NTB and he said "It may have moisture on the brakes" and could cause it.

BUT my wife needs to drive it a 7am on Monday the 27th to work and the brakes are so weak and noisy they barely stop the Truck?

How do I fix this? What advice does any one have here? :sobbing:

It's the ABS activating. They activate when braking on a surface with insufficient traction. Nothing to worry about

Abs?

I am not sure my 1996 Toyota has ABS? Are you sure that is what it is?
