Front parking lights

This morning before daylight I was in a crowded gas station parking light and put my parking lights on while I went inside.
I noticed for the first time nothing was on in the front only the back and the boat trailer lights.

Is it normal for there to be no lights on in front when the parking lights are set?
I usually watch things pretty close and find it hard to believe that both possible lights are burnt out.

They should all be on.

My 03 has the amber ones in each headlight and the taillights on when I switch on the Parking Lights.

Could be a fuse?

Also, I used to have a Tacoma that seemed to eat front parking light bulbs for some reason. Its pretty common for them to go out I guess.
 
I would bet both fronts are burnt out since the rest work. If there is a fuse it would be for all, not one for the front and one for the back. Let us know what you find. Crazy though because I just replaced two working OEM Japan made bulbs from 2003 for some LEDS.
 
Make sure your E brake isn't slightly pressed in.

Our 4Runners wont turn the front parking lights on when the car starts if the emergency brake is pressed in. Once the E brake is released it should switch them on.

Could be a fault in that system as well.

Got em... both L & R fronts were in fact burned out.
Changed both in 5 min, for the driver side, only had to loosen battery hold downs and tilt battery back a bit to remove/replace the holder.

Always amazed at how deep this particular forum goes, now on my 3rd 4runner since 1994 and this forum has been hugely helpful.

Before I got started changing these in cramped quarters, found two more threads here I should have seen. Here are the links so next person can review all.

That is a weird function, what is the purpose? My '73 Capri could turn on only one side or the other parking lights, something more common in Europe. A lot of cars can turn off their day-running-lights by pulling the emergency brake up one notch, handy for entering military bases where you are supposed to turn off headlights approaching the guard shack.

Honestly, no idea. I love it for when we are camping and I need the truck on but dont want the light of my parking lights so I press in the brake and start it up.

Couldn't tell you the real reason for it though.
