Well, thank you everyone. It turned out to be bad fuel as a few of you suggested. I still have no clue why the OBD stopped functioning. maybe something was loose on the ECM harness.
I finally got some time to work on the truck last night and I pumped some fuel into a clear bottle and found a 50/50 mix of fuel and water. I pumped out as much as possible by disconnecting before the filter and cranking the engine until there was only about 10% water in the mix. then the truck started up after a few tries. I ran it for about 45 minutes idling, during which a pretty good wet spot was left under the tail pipe along with some steam in the air. I took it for a spin and there was slight hesitation, but it cleared up after a bit. On my way to work I added an isopropyl based water remover which will hopefully let it all pass through without issue.
I will probably add some marvel mystery oil when the tank gets lower to try and lube some stuff up that got wet...
