Help. I have no power at my fuel pump

So I am just getting the motor back installed and I have no power at the fuel pump. I have a factory wiring diagram and the factory service manual.
So I have traced the wires and have power coming out of the C6 relay. The wire is blue and orange. I go back to the fuel pump and it has a blue and orange wire on the connector. No power there. go up front in the drivers foot well and find a connector that is for a lot of the wires going to the back. same blue and orange wire is in there. no power.
This vehicle has the dealer installed factory alarm. RS3000. When I bought the rig it was unplugged. Does it have anything to do with the fuel pump.

Are you checking for power at the fuel pump while cranking the engine? Fuel pump only receives power while cranking or engine is running. It does not receive power with key on and engine off.

The RS 3000 disables the starter. If the vehicle is cranking then most likely it's not the alarm system. Check the usual stuff, wires installed correctly all of the sensor connectors are hooked up. A while back, after a TB job the truck would crank but not run because I had pinched, severed the crank position sensor wire while routing through the timing cover. Check with an obd if there are any codes or pending.

So I haven’t got
The motor totally installed yet. It has sat for two years and I was trying to use the fuel pump to pump out the tank. I have fuel line disconnected just in front of the tank. I have plugged in all the sensors but the starter is not installed yet. I did try with the key in the start position.

How I read the wiring diagram is I have keyed power at C6 which turns off and on with the key. The blue and orange wire had power coming out of C6. It never get to the blue and orange wire on the plug for the fuel pump.

According to the EWD for a 2000 5VZ, the fuel pump relay (called “circuit opening relay”) is only closed when the starter is running and when engine is running. It is controlled by the ecm. The ecm needs to see starter engagement (also ecm controlled) and engine rpm indicating the starter is engaged and rotating the engine. Like I said earlier, the fuel pump only runs while starting or engine is running.

EDIT: This is how the fuel pump operates for all 3rd gen 4Runners with gasoline engines.

The ecm needs to see starter engagement (also ecm controlled) and engine rpm indicating the starter is engaged and rotating the engine. Like I said earlier, the fuel pump only runs while starting or engine is running.

EDIT: This is how the fuel pump operates for all 3rd gen 4Runners with gasoline engines.

You the man. Well tomorrow we will find out. I finished installing the engine and got everything hooked up. Was doing my final checkover with the FSM and noticed I put the front driveline in backwards. The slip yoke goes to the rear. I figure I'll make sure it runs before I take the time to swap it around.

On older (OBD-I) Toyotas, you could put a jumper in the diagnostic connector in the engine bay (on the intake manifold in the 4Runner) between the Fp and B+ connections to turn on the fuel pump with key-on, engine off. Helpful as a diagnostic step. I don't know if those connections still exist in the engine bay connector - even though the connector itself is still the same. (it also has spots for O2 sensors, tach signal, other diagnostic signals, etc. - many of which are no longer used with OBD-II diagnostics)

I’ve used that connector to flash the ABS codes when the ABS light is on.
