Help needed ASAP

I have a third row seat belt that refuses to unlock/extend. I've taken it apart but I don't know what I am looking at. Anyone have thoughts on this?

I think I got it. Or at least to a workable solution for now. For some reason the seatbelt does not want to release when it is fully retracted. But if I take it apart it works. I gave it a little slack and it works. But it is so weird why this would be happening. I gave the mechanism a couple of hits of pb blaster just to make sure the interior of my 4runner smelled aweful.
