Help reading FSM

So I need to swap my oil pan due to it getting whacked by a rock. I have the FSM and am just curious if I am reading this correctly:

From what I gather, I tighten everything to 9 nm going in a circle around the pan then go up to 10, is that right? Or do I tighten the bolts to a different spec than the nuts?

The best thing to do is place the pan up there, get all the bolts started and run them up snug tightening across the pan so it sits flat. Then go back and torque them to like 10ft pounds or whatever it says.
 
It is saying tighten the pan evenly to 9 then final torque them evenly to 10 both the nuts and bolts. It took me a while to figure out that sometimes the FSM has a highlighted section called "hint". Do not take it to be a hint but it is actually a step that needs to be completed. I guess something got lost in the translation to english.
