Help!! Sound from rear end after going to the snow

I made a trip to tahoe to come snowboarding and after leaving the mountain today, my car is making this popping/binding sound from the rear passenger tire/axle. I believe something is smelling like its getting hot (maybe brakes?) but can't put my finger on it. It seems to start once I get to about 20mph and will stop once I come to a stop and start again as I pick up speed. I pulled the wheel off and tried to look around for anything but Im stumped and looking for help. Its loud and just not right... attached is a link to a video of what the sound is like. Towards the end of the video you can see I'm still rolling at just under 5mph and the sound has stopped so I don't believe its every rotation.

I made a trip to tahoe a month ago to see some snow and this happened then as well but stopped after I pulled over to check it out...never came back during that trip. This was my next trip to the snow and it came back...is it cold/ice related? Any help on what I should check into would be appreciated. If the sound is still there in the morning, I plan on trying to get a shop to look at it here in town.

Did you set the parking brake overnight? My guess is it froze to the brake rotor?

I always set my parking brake, so I could see that being a possibility. It didn't make that sound when I was on my way to the mountain at around noon. It was once I left the mountain at 4pm that it started. Parking brake was set overnight and set while it was sitting for 4 hrs at the mountain.

Could be brake related, I wouldn't go too far without pulling that wheel and have a good look.

Nice video, really drives home the point. If the rear wheel was binding by the parking brake, then shouldn't we have seen the tire stop rotating very briefly? Does this noise occur driving in reverse?

So I took the parking brake off last night and this morning it seems to be doing better. It didn't make the sound at all for about 20 min of driving but just now started to make the sound again a few times then stopped and now does it every now and again. Could be a few min until I hear the next one. I haven't tried to go in reverse but I think I would have to go pretty fast to make that happen...
